Children Tortured In California Home, Parents Charged

The situation in the home in the 2200 block of Fieldstone Court came to the attention of police officers when they returned a 12-year-old child to the residence after he had been reported missing on March 31. He was being held in the Solano County Jail in lieu of $1.5 million bail.

All 10 children were initially taken into protective custody by Solano County Child Welfare Services. Despite previously challenging conditions, Hurlbut said, the children are doing well.

A horrified Peggy Allen, Allen's mother, said she had talked to Rogers about the dirty condition of the home, saying it was important to keep a clean house.
