The situation in the home in the 2200 block of Fieldstone Court came to the attention of police officers when they returned a 12-year-old child to the residence after he had been reported missing on March 31. He was being held in the Solano County Jail in lieu of $1.5 million bail.
Police discovered filthy circumstances within the residence shared by Rogers and Allen, police Lt. Greg Hurlbut stated.

He says officers found spoiled food on the floor and animal and human feces when they removed 10 children from the home in March.
But Rogers, who works at a heart monitoring company, said the home was messy because she had been searching for her son who had run off after his computer was confiscated. All 10 children were initially taken into protective custody by Solano County Child Welfare Services. The children, ranging from 4 months to 11 years old, were removed from the home and eventually placed with various family members, Hurlbut said.
"So objects were obviously moved while conducting that search but that was not the basis for the charges regarding the environment the children were in though", Hurlbut said.
Henry later said the District Attorney's Office is in the process of determining whether additional charges will be filed against Rogers and that the decision will be made within the next few days.
Despite previously challenging conditions, Hurlbut said, the children are doing well.
On the day the youngsters have been eliminated, the home was messy as a result of she had simply torn it aside in search of her lacking son, who was offended as a result of that they had taken away his pill laptop, Rogers stated.
Rogers defended herself and her husband during an interview with reporters Monday, denying police reports of abuse or neglect. The mother, Ina Rogers, a 30-year-old Fairfield resident was arrested and booked into Solano County Jail for child neglect. "That's why this is absolutely insane", Rogers said of the children's father. "But I don't know how you can keep it quiet when you have 10 kids".
A horrified Peggy Allen, Allen's mother, said she had talked to Rogers about the dirty condition of the home, saying it was important to keep a clean house.
