Haley, speaking at the emergency meeting of the United Nations Security Council, which was held on the request of Kuwait over Israeli deadly violence at Gaza border, claimed Israel had "exercised restraint" on that day and went on to blame Iran for its alleged support for Hamas.
For over half a century, since the 1967 war, Israel has occupied and dominated the territories of the West Bank and Gaza.
Haley, however, blamed the violence on "those who reject the existence of the state of Israel".
Hamas's leader in the Gaza Strip, Yahya Sinwar, told Al-Jazeera on Wednesday that the Egyptians "support the right of our people to struggle and the right of return, and stressed their keenness not to allow these marches to degenerate into an armed military confrontation".
Boutin said there is no legal justification for anyone to shoot at children under any circumstance.
"At this point, the United Nations has been clear - many journalists have observed this - they're largely unarmed and they're quite far away from the soldiers".
Asked whether an investigation was warranted, Boutin replied: "We all work for the secretary general, so we would echo his call for an independent investigation".
