The 15-member IOC Executive Board is meeting from July 18-20 with a full agenda, including the Winter Olympic program as one of the main topics.

The 2020 Olympics will run from July 24 to August 9, when temperatures in central Tokyo can exceed 35C.

In an attempt to cut organizing costs, amid recent failures of potential bidders in Europe for the 2026 Winter Games, there should be no additional venues required and 41 fewer athletes in Beijing than the 2,933 competitors at the Pyeongchang Olympics last February.

Boxing could still be axed from the 2020 Olympics in Tokyo after the IOC admitted Thursday that concerns remain over the sport's governance and management by the International Boxing Federation (AIBA).

Mr Coates has urged Tokyo organisers to rely more heavily on foreign expertise in staging events where Japan does not have a strong background.

At April's SportAccord Convention in Bangkok, organizers faced criticism from federations over issues such as competition planning, water pollution and communications.
