Russian Federation has said Syria shot the plane down shortly after Israeli jets hit a target in the area and blamed Israel for the accident.
The Syrian regime paid Russian Federation $1 billion for a new air defence system that Damascus says will deter Israeli air raids, Israeli public broadcaster KAN reported on Saturday.

The Indian Cabinet Committee on Security (CCS) headed by the Prime Minister, Narendra Modi, on Wednesday approved the purchase of S-400 air defense missile systems from Moscow for an estimated $5.5 billion.
"I understand that India will be taking sovereign decision (on) how to proceed and what kind of weapons it needs", he said at a news conference here on Friday.
The S-300 system, known to North Atlantic Treaty Organisation as the SA-10 "Grumble", is a long-range surface-to-air missile system similar to early versions of the U.S.' Patriot missile.
"We think introducing the S-300s to the Syrian government would be a significant escalation by the Russians and something that we hope, if these press reports are accurate, they would reconsider", he said on Monday.
The UN Security Council, which includes Russian Federation and the United States, has mandated UN envoy Staffan de Mistura to get a deal on a new constitution, new elections and a reform of Syria's governance.
Trump has also faced global outrage over the United States decision to recognize Jerusalem as the capital of Israel, disregarding United Nations resolutions that declare the city's final status must be resolved through negotiations.

Israel has carried out about 200 air raids in the last two years, according to its officials.
