This "feature" will be coming to Windows 10 in the first half of 2019 which will reserve storage for updates, apps, temporary files, and system caches. "We recommend this workaround until a fix is available in a future release".
Windows 10 users with Build 18298 now have the option to try out this feature. It could also be lower-users will not be able to disable this feature, though they can reduce the amount by uninstalling optional features and additional languages. Files created for Windows updates are marked specially, allowing their space usage to be charged against the reservation rather than regular free space. This is especially important for devices with limited storage space, and have nearly all of them used up. To make sure this doesn't happen again, Microsoft needs a certain amount of "reserved storage" for future updates. This hopefully prevents Windows from deleting the wrong files. If there's still a space problem for users, even with Reserved Storage in place, the OS will suggest how they can free up space or use a USB thumb drive to carry out an upgrade. In October, for instance, Microsoft announced that it was dropping the delivery of print drivers with Windows 10 feature updates as a space-saving measure, starting with Windows 10 version 1809. Possibly, that's one reason why Microsoft has been taking these steps to slim its update payloads.
