The secretary of Iran's National Security Council also said Iran would keep working to improve the missiles' accuracy.
'But while constantly striving to improve accuracy, exclusively based on its defence doctrine, (it) has no intention of increasing the range of (its) missiles, ' the official IRNA news agency quoted him as saying.
Iran's telecommunications minister said the country successfully launched the Payam satellite but that it failed to be placed into orbit.
Iranian officials have insisted that the missile program is out of the realm of any talks surrounding its contested military nuclear program.
But Shamkhani, who was addressing the national conference on space technology in Tehran, said Iran could accept no limitations on its satellite launches.
Israeli Prime Minister Benjamin Netanyahu claimed that the satellite launch was actually part of what he called Tehran's attempt to develop intercontinental ballistic missile.
Elsewhere in his remarks, Shamkhani said that Israel's anti-Iran propaganda campaign was actually "meant to divert the public opinion from the moral and economic corruption among the regime's rulers".
"The enemies say Iran's missile power should be eliminated, but we have repeatedly said our missile capabilities are not negotiable", Amir Hatami was quoted as saying by Tasnim news agency.
European countries like France, meanwhile, raised questions recently over the missiles, saying that sanctions on Iran can be enacted if there was no progress made over the weapon program.
Tehran dismissed calls from the U.S. and European states for curbs on its ballistic missiles on Tuesday, but said it had no plans to increase their range. Iran strongly censured the threat and vowed to reconsider its relations with European countries in case such bans are imposed.
Qassemi explained that the Iranian missile program is created to defend the country, adding that experiences of past decades have demonstrated the need to have the necessary capabilities to defend the country when needed in this troubled region.
