House Speaker Nancy Pelosi has flatly rejected providing any funding for a border wall to resolve the stalemate. The partial government shutdown is on its 17th day.

Trump announced that he would speaking about the government shutdown and why there is such a need for a border wall to fend off illegal entry into the country.

In a statement tweeted by Bloomberg News' Jennifer Epstein, the congressional Democratic leaders charged "now that the television networks have chose to air the president's address, which if his past statement are any indication, will be full of malice and misinformation, Democrats must immediately be given equal airtime".

"Trump says "the Mexicans will pay for this wall.' I don't see that", he said".

On Twitter Monday, the president confirmed he will outline - what he calls - the "humanitarian and national security crisis" on the southern border, during a speech Tuesday night.

Trump is showing no signs of budging on his demand for more than $5 billion for a wall along the U.S. -Mexico border.

Pence told reporters that Democratic senior staffers accepted the administration's premise that a humanitarian crisis is occurring on the southern border.

This comes after there was no weekend breakthrough to end a prolonged partial government shutdown, with Trump standing firm in his border wall funding demands. Democratic lawmakers say they will offer the president no more than 1.6 billion dollars in funding, and stipulate that the funding continently can not be used to fund a concrete border wall. "Many details of Border Security were discussed".

Trump said on Friday he "may" attempt to invoke emergency powers to build the wall, although such a move would be expected to face legal action.
