The Toffees initially valued Batshuayi at around £18m ($24m) and, due to their lack of hope in securing a deal for the Belgium global, they are thought to also be denying Cenk Tosun an exit from Goodison Park.
"Also Everton are interested in signing him but the problem is Everton have already got a player on loan from Chelsea - Kurt Zouma".
Loan deals with the pair are reportedly agreed, however, Football London claim that Batshuayi has his heart set on joining Tottenham after they made a late move to express their interest in signing the 25-year-old.
Mauricio Pochettino desperately needs some back-up for Harry Kane after he was ruled out until March with an ankle injury and Tottenham are looking to offload Vincent Janssen to Schalke. If he was to go to Everton, that would have to be a permanent deal.
"We understand Chelsea have agreed a loan deal in principle for him to go out to either West Ham or Real Betis", Solhekol said.
Michy Batshuayi has been given a choice between West Ham and Real Betis. The report claims that Batshuayi is seen as a decent addition to the Toffees but they can not sign him on loan.
Solhekol also confirmed Chelsea are not willing to sell Willian before Thursday's 11pm deadline.
