Rouhani rejected the proposal, according to the report.

The Iranian President, who was speaking during a visit to Iran's Foreign Ministry, lashed out at Washington for unilaterally pulling out of a multilateral 2015 nuclear deal, officially called the Joint Comprehensive Plan of Action (JCPOA), and reinstating its harsh economic sanctions against Iran. The sanctions are seen as part of a USA pressure campaign on Iran.

He added that "this illegal restriction is part of the overall United States policy of pursuing economic terrorism against the Iranian people and exerting pressure on their representatives".

Washington, he said, can not force the Iranian people to change their views through sanctions and pressure.

Rouhani lashed out at the US unilateral withdrawal from 2015 global Iranian nuclear deal and reinstating of its economic sanctions against Iran, which had been lifted under the deal.

Elsewhere, President Rouhani defended Iran's recent moves to shoot down an intruding United States drone and seize a British oil tanker for violating worldwide rules.

However, the Iranian president also warned: "Peace with Iran is the mother of all peace, war with Iran is the mother of all wars", presumably hinting that shipping might not be safe in the Strait of Hormuz, where recent oil tanker seizures were reported, and where approximately one-fifth of the world's oil passes through. "The British vessels had always been [deliberately] making mistakes in maritime traffic and were overlooking" rules, he said.

Rouhani said the U.S. made a mistake when it thought "everything will be over" for Iran after "some planned a street riot" in December 2017.

Trump has said publicly several times that he is willing to hold talks with the Iranians even as he implements his campaign of "maximum pressure". "You can not harm our security and expect security for yourself in return".

The US sanctions imposed on Mr Zarif last week would block any property or interests he has in the US, but the foreign minister said he had none. "Peace for peace and oil for oil", he added.

By changing the name of the decree, the goal of sanctions on the Iranian metal industry is to exert pressure and prevent the Iranian government from accessing financial resources for human rights abuses. 'The person in charge of negotiations is the foreign minister.

Rouhani, with Zarif sitting beside him, defended the foreign minister despite criticism from hardliners over his role in the deal, ultimately abandoned by the US.

The sanctions on Zarif were imposed two weeks after he visited NY.
