Rudy Giuliani, President Donald Trump's personal lawyer, is being investigated by federal prosecutors in NY for possible lobbying violations. However, the memo notes there was no mention of security assistance or the threat of military funds being withdrawn in the phone call - the key argument used by Democrats to launch an impeachment inquiry.
Democrats have alleged that Trump withheld the aid as a way to pressure Zelensky to investigate Biden, a potential 2020 election rival.
There has been no evidence either Biden was engaged in illegal activities.
Mr Trump has denied he did anything wrong on the call. Neither Giuliani nor Trump has publicly specified their objections to her.
Democrats have also criticized the Trump administration for what they see as efforts to obstruct the investigation.
Zelenskiy said he was ready to investigate Ukraine's role in the 2016 United States elections if served with an official request by the US.

In a statement Friday, Ambassador Gordon Sondland's attorney said he will comply with a subpoena issued by the House committees after his no-show and appear before the committees on Thursday. The committees are intelligence, foreign and oversight. But Sondland is not yet authorized to release documents the committees have sought, his lawyers said.
Even one hour before her scheduled testimony it was not clear if Yovanovitch would appear or be blocked by the administration.
Sondland, a Trump political donor who contributed $1 million U.S. to the Republican president's inauguration committee, exchanged text messages about Washington's relationship with Ukraine with other top diplomats.
Meanwhile, Trump on Friday prepared to stage his second campaign rally outside of Washington since the impeachment inquiry began.

Two Florida businessmen tied to Giuliani were charged Thursday with federal campaign finance violations. She was referring to Lev Parnas and Igor Fruman. She said she had not spoken to Hunter Biden and had only spoken to Joe Biden several times over the course of many years in government.
An anonymous intelligence community whistleblower filed a complaint about the call, accusing Trump of leveraging his office and withholding US aid to Ukraine to obtain "dirt" on a political opponent-2020 Democratic candidate Joe Biden. A trial on whether to remove him from office would then be held in the U.S. Senate, where the Republicans who control the chamber have shown little appetite for ousting the president. Former Rep.
