School leaders will make the decision based on how many cases of coronavirus are in their county, impacting things like transportation and capacity of school facilities.
The province goes on to say Grade 4 to 12 students will be required to wear non-medical or cloth masks while kindergarten to grade 3 students will be encouraged but not required to wear masks.
School districts across OR have been scrambling to adjust their fall plans following the reveal on Tuesday of the state's coronavirus metrics, which will only allow for in-person instruction if certain benchmarks are met.
"This is a localized, data driven approach to making sure school districts where it is physically possible to teach our students we will do that", Walz said.
Secondary school students will return to class on alternate days or schedules in groups of approximately 15 students in an effort to limit the number of student-to-student contacts.
"Ashland School District is monitoring local data closely".
Both Minneapolis and St. Paul public schools, for example, will start the year with distancing learning.
Deiter says he hopes to get students back in school "in a short amount of time and in a way that is safe and sustainable for everyone".
East Grand Forks school district was not available for a comment, but said they will be implementing protocols and procedures to follow face covering requirements in the state of Minnesota.
"We can do more in that frame of pre-planning with it being a little bit longer, otherwise, we simply weren't going to be ready at the level we want to be for our children", said Jernigan.
